The Somali State Government of Puntland was established in 1998, at a time when the Somali people had differences of opinion and civil strife after the crisis in Somalia in 1991. Puntland was founded by a national convention that stipulated the establishment of a constitution, the drawing of the people, and implementation of a person-and-vote election system to be held within three years from 2001. These issues were the constitution and the will of the people.
